No doubt it will surprise many people to read this estimate of a statesman of the first rank. They will be perplexed not less by the sketches of M. Clemenceau and Mr. Lloyd George. How is it possible, they will ask, that the happiness of hundreds of millions of people can have depended upon a very old and tired man, dry in soul and empty of hope, surveying the scene with a cynical and almost impish expression, and upon another man who, though marvellously quick and clever, gifted with six or seven senses not available to ordinary men, was chie?y intent upon doing a deal and taking home to England something which would pass muster for a week. Further, these astonished pe0p1e may go on to enquire what qualifications Mr. Keynes has to pass judgment upon these great men.

Well, Mr. Keynes has two chief qualifications. He is an authority upon his subject if he had not been distinguished as a thinker and investigator, he would not have been taken to Paris. Secondly, he is an honest man with no axe to grind, whether political or personal, and his studies have cleared his mind of cant, especially the cant which pretends that politicians are supermen. All who have come into close relations with them have discovered that, while they may be more agile in debate, more glib in utterance than their fellows, they have no greater store of knowledge, no sounder judgment, and far less of either uprightness or generosity. The more books there are to tell the nations the truth about the leaders who are entrusted with the management of affairs on which the peace and quiet of the world depend, the readier we shall all be to watch these leaders moree closely and not to let ourselves be cozened into a false security as we were in the years before the War.
