Описание
This timely book is the first to review and analyze trade agreements covering the services industries in the Western Hemisphere and their relationship to the World Trade Organization's General Agreement on Trade in Services (GATS). The link between regional negotiations and the multilateral negotiations on services to begin in January 2000 is a constant, unifying focus of the book. Part One deals with the main issues relevant to liberalization of trade in services at both the multilateral and regional levels, including options to improve the GATS architecture; the scope of regulatory reform; the treatment of investment; and the clarification of WTO requirements for countries to engage in an economic integration agreement. Part Two examines regional agreements on trade in services concluded by several economic integration groups-including NAFTA, the Andean Community, and Mercosur-as well as several bilateral free trade agreements covering services, especially those initiated by Mexico. This volume brings together the ideas of government negotiators, leading trade policy analysts, private sector executives from prominent services industries, and representatives of national services coalitions. Contributors include Miguel Rodrigues Mendoza (Georgetown University), Pierre Sauv (Harvard University), and Joel Trachtman (The Fletcher School of Law and Diplomacy).
