The allowance shall not exceed the quantity of imported material used in»the manufacture of the exported products, as shown by the abstract from the manufacturing record, less the quantity of imported material which the value, if any, of the waste will replace. The drawback shall be distributed between the principal products and the by-products according to their relative values, as required by the tariff act of October 3, 1913, as interpreted by the department in T. D. 33809 of October 25, 1913. Rate effective on and after February 6, 1920. Sworn statement dated May 7, 1920, transmittd to the collector of customs at New York, N. Y., on June 11, 1920. (108510.) (Signed) Jouett Shouse, Assistant Secretary. (B) Cigarettes.--Manufactured by the Tobacco Products Corporation, of New York, N. Y., at its factories in New York City and Richmond, Va., with the use of imported tobacco and imported cigarette paper. A manufacturing record shall be kept at each of the factories in accordance with the sworn statement of the manufacturer, dated May 20, 1920, and at the end of each monthly period of manufacture there shall be filed a certificate of manufacture and abstract from such records, showing for the period the total quantity and identity of imported tobacco and cigarette paper used, the quantity of domestic tobacco and paper used, if any, and the number and size of each kind of cigarettes produced, together with the quantities of imported tobacco and cigarette paper appearing therein. The allowance shall not exceed the quantities of imported tobacco and cigarette paper appearing in the exported cigarettes, as shown by the abstract from the manufacturing record.
