The protection and improvement of the environment is one of the major priorities of our time. The experiences of Finland and many other countries - regardless of wether a nation is developing or developed - verify that the most efficient and effective way of protecting the environment is to prevent the generation of pollutants at their source instead of repairing damages already occured. It is widely recognized, that in a key position in anticipatory environmental management is the implementation of the most advanced environmental high-technology. This kind of technology, which spares raw-materials, energy and the environment, is better known today as low- and non-waste technology. In the Finnish industry non-waste technology has already gained an important role. Nevertheless, the prevention and cure of environmental damage require increasingly efficient measures in the future.
The first ajm of the present handbook is to describe the background, contents and state-of-art of low- and non-waste technology both from international and Finnish point of vjew jhe second aim is to promote non-waste technology by presenting relevant innovations resulting from the Finnish research and development in the field of low- and non-waste technology. The handbook indicates that Finland participates in the development of low- and non-waste technology in order to promote more efficient environmental protection both on national and international level.
The present handbook, prepared by Mexpert Consulting Engineers Ltd by order of the Ministry of the Environment, is a cooperation project together with the Ministry of Foreign Affairs, Ministry of Trade and Industry, The Finnish Foreign Trade Association, the Confederation of Finnish Industries as well as the finnish industrial enterprises which have developed innovations of low- and non-waste technology. While the Ministry of the Environment is much obliged to all cooperation partners for their valuable contribution to the handbook, it hopes that this contribution for its part will promote the worldwide implementation of non-waste technology.
