In presenting this monograph upon the American carrying trade on the ocean, the criticism may be forestalled that too much is said about the emergency of war and the policy of England. It may here be offered in apology, that it was through the emergency of war we lost that trade; and that it was England who took it from us. It is, moreover, in the light of the policy that made England the first carrying nation of the world, and enabled her to seize every opportunity to extend her ocean empire, that we may most profitably study the condition of our own carrying trade, and consider what remedy exists for its present deplorable depression.

Aside from this, there is no other foreign nation today so closely watching our legislation, so deeply interested in it, or using such means to influence it, as England is, - the proof of her interest and concern disclosing itself abundantly through her press and public utterances. It will be well for this country if our own people are equally concerned and watchful to see that our legislation is in our own interest and for our own development and growth as a nation.
