Excerpt from An Examination of the Commercial Principles of the Late Negotiation Between Great Britain and France in 1761: In Which the System of That Negotiation With Regard to Our Colonies and Commerce Is Considered

It is in my Opinion a fortunate Circumstance, notwithstanding the additional Expence which we have incurred since the Close of the late Negotiation, that we have still an Opportunity coolly and at Leisure to review, and, if it be not presumptuous, to rejudge the whole of that very interesting Transaction: because we are still in a Condition to make such a Revision of real Service to us. An Opportunity so favourable rarely occurs. Negotiations ordinarily remain involved in the prudential Obscurity, with which Deliberations of that Importance ought always to be attended, until they are finally ratified. The Business of political Criticism is then at an End. However just it may be, it is then certainly useless.

We are not, I hope, so far gone in Military Madness, as to look no farther than the War. We do not fight and conquer without some Consideration of the End and Purpose of our Victories, and our Acquisitions. Whilst the War continues our Object is simple; it is only by every possible Means to weaken and distress the Enemy. The Business of Pacification is more difficult, as it is more important. We are then to form such Plans, and to pursue such Measures, as may be most conducive to the lasting, solid, and substantial Benefit of our Country.
